Message is to first place the engine cylindere 1 at TDC on the COMPRESSION stroke. In this position the crank pully will line up with the zero mark on the degree reading and the dots on the 4 pullies and the crank pully will line up with the marks on the backing plate. At this position there should be the correct teeth count as noted in the service manual. At forst installation the factory places white lines on the belt to provide an easy way to get the correct teeth between the white marks. Once the engine is started the white marks on the belt will not line up at each revolution but will after many thousands. So you really can't use these white marks for a check if you pull the covers and inspect. You have to do the procedure I note.

Here is a section from the service manual for the belt install,

Note step 1 and 2 under install and the line up of the marks with the backing plate
